CONGRATULATIONS to the Derwent Valley Railway Company on paying dividends for 1973 on its preference and ordinary shares. No doubt it helps to have only 4 miles 20ch of running lines and two locomotives, but at least the achievement would be approved by the Nineteenth Century worthies who promoted the railway system of these islands. In these days railways with a more extensive network to operate and maintain do not find it easy to live up to the aspirations of their forerunners, and there must be times when they feel that even the 25 miles of the Stockton & Darlington were verging onfolie de grandeur. In moving the second reading of the Railways Bill in the House of Commons on June 24, the Minister for Transport, Mr Fred Mulley, said the Bill gave statutory recognition for the first time to the fact that the railways were not a normal nationalised industry, but a unique type of corporation existing to serve social and environmental purposes as well as economic needs. This has been suspected for some time but we have been waiting for a suitably resonant turn of phrase in which to announce what the military have long been content to describe as a "planned withdrawal" or "strategic regrouping".
