Cover: In past years Class 20 haulage on passenger trains has always heralded high summer. The 08.52 MThO Burton-on-Trent to Skegness is colloquially known as the 'Jolly Fisherman', for obvious reasons. This June 1978 view shows a Derby-Skegness working with Nos 20.1 97 and 20.198 leaving Attenborough for the Lincolnshire Coast. Now that additional Class 31s have been allocated to Toton depot, Class 20 hauled trains may not materialise this year. 0. J. Hayes WITH SO many Railcards and special offers being presented to the public it is high time British Rail considered introducing a non-disciminatory 'regular travellers Railcard' which would be available for unlimited travel at half-fare outside general commuting times on Mondays to Fridays. Already there are Family, Student and Senior Citizen Railcards. There have been special deals for the collectors of soap powder and grocery vouchers offering 'two for the price of one' travel in addition to Special Savers, Weekend returns, Awayday returns, Saturday sprees. Merrymakers, Inter-City Savers, Pied Pipers and so many other special offers which even the average booking office clerk must find confusing. The travelling public must be dumbfounded by the array of the Marketing Manager's gimmicks and to improve matters BR has issued a brochure just to explain the ticket booking vocabulary. Listening in at the ticket window at Eastbourne or Worthing, where many elderly people reside is amusing and yet frustrating, as the public attempt to find out which is the cheapest ticket to cover the journey.

Probably the first recommendation of an independent management services consultant would be that the entire fares structure should be streamlined. There must of course be a full fare, even if only regarded as a base line or for passengers making a one-off journey at peak periods. There need to be season ticket rates so that when the long-suffering commuter parts with his money in advance for a service which he may or may not-get m practice he has the psychological benefit of knowing that his contract ticket includes a discount for bulk buying. A day return should be available for the casual weekend, or off-peak traveller, and tickets would have to be printed for children and railwaymen. Otherwise a single Railcard for people of all ages would be the only requirement. The annual card would cost £10-£20 and entitle the holder to unlimited rail travel except between the hours of 06.00- 09.30 and 16.00-18.30 Mondays to Fridays. Millions of pounds would be saved by streamlining administration and simplifying the system. Jimmy Saville could concentrate on the one special facility which does not discriminate against single people between the ages of 24 and 60. With the suggested Railcard railway enthusiasts would not need to travel 'three or four-up' by car simply because they cannot afford the rail fare. In the coming months BR will need to fill the majority of empty seats which can be found on all but the busiest routes. Something must be done — quickly.
